Applying for Period 2: Alberta Site Rehabilitation Program

 

The Alberta government has released information on Period 2 of the Alberta Site Rehabilitation Program. Period 2 includes an additional $100 million in available grant funding, focused on Section 36 sites.


 

Key Details and Timeline for Period 2

The $1.0 billion in Federal funding allocated to the Alberta Site Rehabilitation Program is distributed in increments of $100 million — each period with targeted priorities, application acceptance criteria, and timelines. Period 2 includes an additional $100 million in available grant funding.

Application period

Applications for period 2 are open from May 21 to June 18, 2020 or until funding is fully allocated, whichever comes first.

Period 2 is focused on rehabilitating sites on “Section 36 land”, which we explain below.

 

What are Alberta Section 36 Sites or Lands? Which sites qualify?

When the government is paying compensation to a landowner as required under Section 36 of the Surface Rights Act, the area in question is a “Section 36 site.” “Section 36 lands” refers to multiple sites or Section 36 sites as a whole.

A list of Section 36 sites including the legal land description, associated licensee, Section 36 order number, and year is available at: Alberta.ca/siterehab

Contact licensees to develop contractor rehabilitation program applications

The intent of the program is for OFS contractors to contact licensees and discuss contracts for cleaning up particular sites, so the contractor can apply for the SRP grant.

Orphan wells on Section 36 lands — not eligible

Even if they are on Section 36 lands, orphan wells are not eligible for any grant funding in period 2.  

 

Acceptance Criteria for Period 2 Grants

Section 36 sites only

Period 2 is limited to Section 36 sites only.

Eligible costs and funding limit

As in period 1, projects are eligible to claim 100% funding of the oil field service (OFS) contract value. 

Period 2 has no contract cost limit. This is changed from period 1, which limited contract value to $30,000.

Apply for full closure of one or more Section 36 sites

As well, an applicant can apply for full closure of a single Section 36 site or multiple sites within the same application and under a single OFS contract. 

Ineligible sites

Sites under the Orphan Well Fund, even if they are Section 36 lands, are eligible for funding in period 2.

 

How to Apply for Period 2 Grants

Electronic Transfer accounts and credentials

To apply for a grant application in Period 2, users should use the same credentials as in Period 1 or sign up for an Electronic Transfer account to apply. 

Enter into a contract with the site licensee before applying

Applicants need to contact site licensees to enter into a contract for site closure work. With this contract the applicants can then apply online.

Section 36 order number and date are required

Applicants need to include each site’s Alberta Surface Rights Board Decision Section 36 order number and date to complete the grant application. 

This field consists of a four-digit Section 36 order number and a four-digit entry for the year.
